Yes, the exact reason is due to fraund...

#1 reason.. credit card fraud.. most foriegn webmasters may be ok, but the fact is.. That the crooked webmasters are out there purposley to target the US sponsors to commit credit card fraud to get the commissions. While the 1k-3k a webmaster may be able to fraud over a month or 2's time may not seem significant in the terms of banning all forgien webmasters, its significant in the terms of the ongoing merchant accont problems.. They target the US because there's nothing you can really do about it. Unless you have extremely deep pockets, and a serious amount of patience and anger, they know theiy make a quick buck here and there with no problems. and in most cases even if you do go after them, it turns out you found a 15 year old kid who got the job done. Some companies get one bad seed in the system and wake up to find their merchant accounts are closed with out even being notified, simply because one asshole woke up one day and decided to card 60 accounts in a few days

well it is whatever you want. I want to know right away...so I put like $100 or more sometimes. I think you need to spend $200 total to get accurate data too. If you are going to make money..then the limit is unlimited...if you are going to lose money...then how much are you willing to risk to find out the truth. I like to find out fast and so I choose a large daily limit....but that is me.

As someone said in the thread, this could mean hard times for small content
sellers. I notice that Pay Pal seems to be the de facto processor for many
of the tiny indie content brokers these days. I don't doubt that this
change is partially because of past problems with adult transactions, but
anyone who denies that it's also related to fear of John Aschroft, is just
denying the truth. What big company wants to take a risk on adult when a
religious extremist like Ascroft is in charge of the Justice Department?

Content theft is not a new thing it has been going on in newsgroups, etc. since they have been around. There is no real way to stop someone from downloading all your content but you can do some things to protect against it. You should already have some system to protect your website from customers with weak passwords by either generating a complex password for them or using a company like pennywize.com or both. You should already be marking your pictures and videos with your URL even in your members area. You can limit the bandwidth (how fast customers download) and amount they can download. You could have a script that shuts off/temporally locks accounts with excessive usage or slows them down. As for paypal, if don't need money in your paypal account don't keep any in
there.

Here is an example..go to google and search "Adult DVD" and you will see 8 advertisers down the right hand side, all selling adult DVD. I personally would focus on adult and not try to do both.
